KETCHUM
MIDDLE SCHOOL
STUDENT HANDBOOK

ABSENCES

On the day following an absence, the student must report to the office for an admit slip. The office must receive a note or phone call from parent stating the cause and date of the absence.  When a student reaches 9 absences in any one class, they will be ineligible in that class until an attendance meeting can be scheduled with the parent or guardian.  CHECK ATTENDANCE POLICY.

ATTENDANCE

Oklahoma Stat Law provides that all eligible children must attend school.  Students are allowed a total of eight (8) absences per semester.  Students who are sick, have doctor's appointments, etc., are considered absent since they are not in school.  In order to receive an excused absence, an official notification from a medical clinic or doctor must be turned in to the office.  No more than 5 doctor notes will excuse absences per semester.  However, students under a doctor’s care or who have an extended illness will be considered on an individual basis by the building principal.  All assignments missed during an absence, may be made up.  Notification of absences will be sent home in a timely manner when students are approaching the violation of the attendance policy.  When the student exceeds 8 absences in any class or all classes without documentation of medical appointments, the student will receive an F in the classes affected and parents or guardians will be notified. Parents may ask for individual consideration of excessive absences by contacting the principal.  The principal will schedule an attendance meeting with the student, parent(s), and student’s teachers after eight (8) absences.  The principal will notify the participants of the committee decision.  The student or parent may appeal the decision of the Principal to the Board of Education at its next regular meeting by asking for such hearing to be placed on the agenda five days prior to the meeting.  Any absence, with the exception of absences due to participation in a school activity will count towards the 8 days.  WHEN A STUDENT REACHES THEIR (9TH) ABSENCE IN ANY CLASS, THEY WILL BECOME INELIGIBLE TO PARTICIPATE IN EXTRA-CURRICULAR ACTIVITIES IMMEDIATELY, NO PROBATION PERIODS, UNTIL AN ATTENDANCE MEETING IS HELD WITH THE STUDENT’S PARENT AND THE BUILDING PRINCIPAL.

CANCELLATION OF CLASSES

School closing due to inclement weather or other reasons will be announced over the following T.V. stations and the school’s “One Call Now” system will be activated to deliver your automated phone message.

KJRH - Channel 2          KOTV - Channel 6        KTUL - Channel 8        Fox 23

Parents are urged to work out a standard procedure for their child to follow if school closes early and to make sure they thoroughly understand the plan.  Parents are asked to give the school emergency instructions and phone numbers for this type of situation.

CELL PHONES AND OTHER WIRELESS COMMUNICATION DEVICES

A student may possess a wireless communications device (cell phone).  It will be the responsibility of the student to insure that the cell phone is TURNED OFF, NOT ON SILENT OR VIBRATE during school hours, which are defined as a.m. bus pick-up until p.m. bus drop off.  Students who do not follow the policy will be subject to the following: (1) On the first offense, the cell phone will be confiscated for a minimum of one day and the student will spend a 30 minute detention before the cell phone is returned only to the parent  (2) On the second offense, the cell phone will be confiscated for a minimum of seven (7) days, one week, and be returned only to the parent. (3) After the second offense, the student will be required to leave their cell phone at home.  If they do not following this policy, the cell phone will be confiscated for the remainder of the semester. Please keep in mind that you are welcome to notify the school office if you need to give your child a message.

CHEATING AND PLAGIARISM

Cheating and plagiarism will not be tolerated. Plagiarism will be defined as using another person's work as your own.  This will include but not be limited to downloading material from the Internet, computer hard drives, using another person's previously completed work to be turned in for a grade, etc.  Cheating is defined as using unacceptable means to attain academic success.  Cheating may include, but is not limited to the following:  copying tests; obtaining verbal assistance or looking on another’s work during a test; or using unauthorized test material.  The consequences for cheating and plagiarism will include:

Loss of credit on the academic project (term paper, research paper, project, etc.) and discipline shall be administered at the Principal's discretion.

CLOSED CAMPUS

Ketchum Middle School is a closed campus. Students are prohibited from leaving during the school day.  Checking out to eat lunch, run errands or other similar reasons are not permitted.  All students are expected to eat food provided by the school or to bring their lunch from home.  No outside vendors are permitted to sell hot food products on campus.  No student will be allowed to order out and have his or her lunch delivered.  If students need to be checked out during lunchtime, a parent must come in and check the student out.  No notes or phone calls will be accepted.  Once a student has arrived at school, they are not permitted to leave unless checked out through the office.

COMMUNICABLE & CONTAGIOUS DISEASES/PARISITES

Students should not attend school and will be sent home from school if they are vomiting, have diarrhea, or have a temperature of 100.0.  In the event a student becomes ill while at school, parents will be contacted by the school office and are responsible for having their child picked up from school.  The student should be symptom free for a 24-hour period before returning to school.  If a teacher or an administrator becomes aware of a contagious health problem such as head lice, scabies, ringworms, strep throat, smallpox, chicken pox, hepatitis A, etc., the parents or legal guardian of the student shall be notified and a conference with the parents be scheduled.  If efforts to resolve the problem through consultation with the parents are not successful, the administrator shall consider referring the matter to DHS.  A child with a contagious health problem will not be allowed to attend school OR other school sponsored activities until a health official has determined that the child is no longer contagious.  Any child who is determined to be afflicted with head lice or ring worms shall be prohibited from attending school.  If the student is sent to the office with lice, the student will be removed from the classroom and parent will be called to pick the student up.   After the student has been effectively treated, the parent must bring the student to the office with a release or proof that contamination does not still exist.  If the student is free and clear of lice and nits, he or she may return to class. ALL NITS MUST BE REMOVED BEFORE STUDENT CAN RETURN TO SCHOOL.

CONDUCT AT SCHOOL ACTIVITIES

Students are not allowed to attend football, basketball, baseball, or softball games without adult supervision.  Students who are dropped off at the front gate or doors will not be allowed to enter unattended.  Students should remain seated in the gym and will not be allowed in the commons area unless they are in line at the concessions stand or using the restroom.

CONDUCT OFF SCHOOL PREMISES

An attack on the person, family, animals, or property of school officials has a substantial direct and immediate negative effect on the discipline and effectiveness of a school.  Students should be aware that they could be disciplined for disruptive or violent acts committed on campus or at school sponsored activities.  School authorities may discipline pupils for out-of-school conduct having a direct and immediate effect on the discipline or welfare of the school.

LOCKERS

Each student will be assigned a hallway locker for the keeping of books, school supplies, and clothing. Lockers are to be kept neat at all times.  Students may use locks, but an extra key or combination must be turned into the office or the lock could be cut.  School officials may make inspections.  No item considered dangerous by the administration may be kept in the lockers and will be removed if found there.  This includes glass or any other object that may be potentially dangerous. Oklahoma State Law permits inspection of student lockers, at the discretion of local school officials.  Students should not expect privacy of the contents of their lockers, desks, or other school property.

Locker searches

School officials may inspect and search student's lockers as the need arises, with or without "reasonable suspicion".  Blanket searches of all lockers are permitted to insure the proper safety to the student body.  When contraband, drugs, or dangerous weapons are found, they are to be seized by the school official conducting the locker search in the presence of a witness.  Notification of enforcement officers may be warranted and proper warrants obtained.

MAKE-UP WORK

Make up work is expected for all absences.  The student is also responsible for the daily work and the deadlines that coincide with the make-up work.  If a student is absent, it is the STUDENT’S RESPONSIBILITY to check with each teacher upon his/her return regarding work missed.  Assignments can be gathered before an absence if a parent calls by 10:00 a.m. in order to give the office time to collect work from the teacher(s).  This work can be picked up at 3:00 or later.  If a parent calls after 10:00 a.m., they can pick the work up the next day.  A student will have one day to make up work missed for each day of absence.  Any work turned in late could receive partial credit and any work not made up by the end of a two-week period will receive a zero.

If, for any reason, you must pick up your student before scheduled dismissal time, you must check the student out in the school office.  Parents should report immediately any changes in home telephone numbers, home addresses, and names and telephone numbers of persons to be contacted if a student is ill or hurt.

PHYSICAL THREATS, EXTORTION, OR VIOLENCE TO PERSONS IN SCHOOL OR AT SCHOOL FUNCTIONS

There is a basic right to attend school without being subjected to threat of injury or being intimidated in any fashion.  Incidents of assault, battery, extortion, or severe verbal intimidation are not acceptable at school or at school sponsored functions.  Students who interfere with, intimidate, harasses, or injure an employee or student of the Ketchum Public School may be expelled from the school for the remainder of the semester (and possibly the following semester).  A conference will be held with the employee, student, parents, and administrator when the student asks for re-admission to school.  At this time, the administration will make the decision as to whether the student will be re-admitted.

PREPLANNED DISRUPTIVE ACTS

Students directly involved in any organized preplanned activity that may create problems to the school, such as attendance, destruction, or disruption, may be suspended for as long as one semester.  Any student who engages in disruptive behavior in violations of these policies on or near the last day of the school year, with the obvious intent of avoiding disciplinary actions, shall at the discretion of the principal, be suspended for the remainder (if any) of the current school year.  The offending student shall not be admitted to school for the succeeding semester until such time as the principal and the parents have conferred and resolved the issue regarding the student's unacceptable behavior.

2        Informing him/her of the evidence against him/her.

3        Allowing him/her to present his/her side of the story.

General searches of the student body are permitted to insure the protection and welfare of all students.  General searches may be limited to particular classrooms or the entire school.  Search by a Policeman requires "probable cause" and a warrant, except in unusual circumstances, by a magistrate.  When seizure of a student by a police officer is necessary, the schools will cooperate with the local and state law enforcement agencies.  The principal or his designee will make available for questioning and/or arrest any student relative to an incident.

When a student is to be questioned by a police officer, the school will:

TARDIES/EARLY DISMISSAL

A student must attend class for no less than 30 minutes in order to be counted present. Students arriving after 8:30 a.m. must first report to the office to check in before going to class.  When a student is late to class that student will be sent to the office for a tardy slip. The teacher will keep track of tardies or early checkouts. THREE TARDIES OR EARLY CHECKOUTS WILL MAKE ONE ABSENCE in that class, which will count as one of the 8 days according to attendance policy. Any student who is frequently late to class can also be disciplined at the discretion of the principal.  Students on buses arriving late will not be counted tardy.

TRUANCY

A student is considered truant when he/she leaves school without permission from the office or if he/she remains away from school without knowledge and consent of his/her parents or guardian.  This is considered an un-excused absence.  The law enforcement agency may be called for support.

TUTORING

After school tutoring will be offered Monday through Thursday of each week from 3:20 until 4:20.  Parents will be responsible for transportation if their student stays for tutoring.  If tutoring is not offered on a specific day in question, students will be allowed to phone home and make other arrangements for transportation.

USE OF TELEPHONE

The telephone in the office is not to be used by students.  Students will not be released from any class to receive or place telephone call except for administratively confirmed emergencies.  In-coming telephone calls for students will be taken in the office and messages delivered to the student.  PLEASE CALL BEFORE 2:15 P.M. TO HAVE A MESSAGE SENT TO YOUR CHILD.

NOTIFICATION OF RIGHTS UNDER FERPA FOR ELEMENTARY AND SECONDARY INSTITUTIONS

The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records.  They are:

Parent or eligible students should submit to the school principal (or appropriate school official) a written request that identifies the record(s) they wish to inspect.  The principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

The right to request the amendment of the student’s education records the parent or eligible student believes is inaccurate or misleading or otherwise in violation of the student’s privacy rights.

Parents or eligible students may ask the district to amend a record they believe is inaccurate or misleading or otherwise in violation of the student’s privacy rights.  They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading or otherwise in violation of the student’s privacy rights.

If the district decides not to amend the record as requested by the parent or eligible student, the district will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment.  Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.

The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent.  One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests.  A school official is a person employed by the district as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or company with whom the district has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.

A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.  Upon request, the district discloses education records without consent to officials of another school district in which a student seeks or intends to enroll.  (NOTE:  FERPA requires a school district to state in its annual notification that it intends to forward records on request).

The right to file a complaint with United States Department of Education concerning alleged failures by the district to comply with the requirements of FERPA.  The name and address of the office that administers FERPA is:  Family Policy Compliance Office, United States Department of Education, 600 Independence Avenue, SW, Washington, D.C.  20202-4605
